Central States SER (SER) is a workforce development and education organization that believes in the potential of each and every individual. Since our inception in 1987, SER has assisted thousands of marginalized and disadvantaged residents from across the City of Chicago and suburban Cook County in achieving their career and academic goals through quality employment, education and training programs.
Central States SER, Jobs for Progress Inc., (SER) is a vibrant non-profit organization dedicated to designing and delivering services to improve the quality of people’s lives and advance economic stability and growth among youth, adults and businesses in communities across Illinois. Established in 1987, SER has enhanced the lives of over 12,000 people annually who walk through the doors of SER seeking assistance through education, training and employment.
SER is part of the Unified SER Family, a multi-state organization led by parent organization SER Metro Detroit, with sites in Texas, Michigan and Pennsylvania. This collective of organizations is ably led by a dynamic group of leaders, whose CEO & President,Eva Garza Dewaelsche, was recognized as a Champion of Change by President Obama for her leadership and the impact of the work done accomplished by the collective sites of the Unified SER Family.
SER’s Mission and Vison
SER’s mission is to promote economic self-sufficiency and upward mobility for low-income community residents through education and employment.
SER believes in the core values of respect, integrity, competency and innovation. SER is deeply ingrained in the communities it serves and believes in being part of the solution to the on-going challenges of economic and educational disparity facing families today. SER makes it a priority to meet the needs of the community by staying abreast of community and employment demands and changes in the population and in the local and broader economy.

Our MISSION:
Is to empower our community to lead healthy and comfortable lives with access to health care; safe, affordable housing; opportunities for education; and the leadership skills to eliminate disparities. To accomplish this mission, El Sol’s goal is to provide culturally and linguistically competent services that promote and maintain the well-being of the community.
Our VISION:
Is for the educational needs of San Bernardino and Riverside County Latino residents to be met. Through obtainment of educational knowledge. “Latino community members will reach personal empowerment to move towards self-sufficiency and contribute to their community’s well being.”
Under-served communities:
In addition from serving the under-served Latino community, we announce that El Sol is now implementing Community Health Workers in the African American (AAMHC), Asian American, and Native American communities.

Southside United H.D.F.C., better known as “Los Sures®,” is a community-based, non-profit organization that has served as an integral part in rebuilding the South Side of Williamsburg, Brooklyn since 1972. Los Sures has undertaken large-scale rehabilitation of many buildings, allowing families and individuals to live comfortably and creating a safe and sustainable neighborhood. Additionally, the organization provides a multitude of much-needed services, including a senior center and a food pantry.
Affordable Housing
Through its Real Estate Development Department, Los Sures® acquires and develops low-income housing for the community of Williamsburg, Brooklyn. To date, it has been involved in the rehabilitation and construction of over 5,000 units in over 340 buildings and co-ops, including seven small vacant buildings that were purchased and rehabilitated and later sold to local residents. The department continually seeks opportunities to create housing for low and moderate-income families. Financing for these projects are secured from the City, State, Federal Government, banks, and financial intermediaries.
Tenant & Community Organizing
[three_fifth]The Los Sures® Tenant and Community Organizing Departments continuously work to unite the residents of the South Side of Williamsburg around issues that concern them, including affordable housing, tenants’ rights, civic engagement, education, immigration and more. Additionally, the departments’ experienced staff offers various services to directly assist clients with housing issues. The organizers also help to form tenant associations; maintaining active associations in Los Sures’ current buildings; and advise tenants with building-wide problems to unite them and discuss the issues and take action.[/three_fifth][two_fifth_last]

Social Services
The Los Sures® Social Services Department employs a non-traditional community-based approach to assisting local residents of the South Side of Williamsburg, including formerly homeless tenants. The staff provides individual case management, crisis intervention, information and referral, supportive counseling, and advocacy. In addition, over 800 low-income individuals per month visit the Los Sures Food Pantry, which features a Hydroponic Farm. The Los Sures® Social Services Department also operates the Los Sures “David Santiago” Senior Center where about 80 seniors per day enjoy lunch and social recreation.

[three_fifth]The Neighborhood Association for Inter-Cultural Affairs, Inc., (NAICA) is a designated tax-exempt not-for-profit corporation in New York established under Internal Revenue Code 501(c)(3). The organization has been providing housing intervention and assistance services to residents of the Bronx since 1974. NAICA’s mission is to provide culturally and linguistically client-centered housing, legal and social support services that promote self-efficacy and improve the quality of life for individuals and families. NAICA is a multiservice, family-oriented housing and human service agency providing culturally sensitive services to children, youth, seniors, and families.[/three_fifth][two_fifth_last]

The agency’s core methods of service include affordable housing development, transitional housing shelters, legal assistance and representation, homeless prevention & stabilization, case management/case work, and community education and development.
